This paper proposes a hierarchical restoration management scheme to enhance the resilience of bulk power system comprised of multi-utilities against unexpected disaster events. In this paper, after identifying requirements for an outage management scheme, an appropriate framework is devised for restoration partnerships among different utilities with a mutal assistance point (MAP) concept as the mutual interface. The commitment and convention model which derives from multi-agent techniques is proposed to build an efficient MAP based restoration cooperation mechanism. Under this mechanism, a bi-level programming model is established to determine the optimal restoration plans with the commitments between the utilites. The model can be repeatedly and flexibly called based on the conventions to provide dynamic decisions as the system state changes. The robustness and flexibility of the restoration control process can be guaranteed. Simulation results based on the Shandong Power Grid of China demonstrate the effectiveness and practicability of the new method.
