The Clean Water Institute (CWI), a nonprofit closely associated with Clean Water Services, conducted research with the goal of advancing the understanding of how public policy can promote systemwide inflow and infiltration (I/I) control strategies for publicly owned treatment works (POTWs) that serve satellite systems. This work builds on the National Association of Clean Water Agencies 2009 white paper Working with Satellite Communities on Regional Wet Weather Issues.The research supports what many organizations and Clean Water Services have reported. As such, the CWI has identified three fundamental best practices of I/I reduction programs in satellite systems and on private properties: 1. Structured collaboration throughout the program lifecycle, which makes the program more efficient and implementable. Strategies include establishing formal work groups or task forces with regular meetings and designating a liaison between the utility and satellite systems. 2. Addressing I/I from private property sources, which is critical to achieving overall reductions. POTWs are often reluctant to implement programs targeting private property I/I because of the financial, political, and legal issues that must be addressed. We identify the Point of Sale Ordinance as a noteworthy I/I reduction strategy for POTWs that face significant challenges to implementing a private property I/I reduction program. 3. Lastly, consistent and ongoing public education and outreach programs are fundamental to the success of I/I reduction programs in satellite systems and on private properties. These programs combat some of the most common barriers related to I/I programs, including the lack of political will, legal complications, and low participation rates.
