Flying birds localization is a vital task for the airport to prevent danger. In this paper, a bistatic camera localization system based on the perimeter coverage was proposed for the positioning of flying birds over airport runways. Firstly, an exhaustive search algorithm based on the hierarchical planning control strategy was proposed. The target searching area was divided into 108 sub-modules, which formed the cruising sequence directly. Then, a layered perimeter coverage model, in which the redundant points could be reduced to shorten the cruising period, was developed. Finally, the effectiveness of the proposed airport flying birds locating framework was verified by a large number of experiments.
