In this paper, a multifunctional programmable metasurface is presented for flexible control of EM wave scattering and absorption. For an x-polarized incident wave, the proposed metasurface presents a programmable scattering response. By changing the biasing voltage of the PIN diode, a phase difference of 180°±37° is realized from 6.7 GHz to 8.7 GHz. For a y-polarized incident wave, the metasurface unit cell acts as a broadband absorber. The PIN diodes are used for flexible control of EM wave scattering along x-polarization while the lumped chip resistors are used for wide-band microwave absorption along y-polarization. The proposed design can achieve 93% absorption of incident energy from 14.4 GHz to 20.1 GHz.
