Prioritization of water distribution system (WDS) pipes for replacement is a difficult problem and a function of several factors including the demands on the network, a pipe's 'hydraulic location' in the network, and the likelihood of failure or defect of all pipes in the network. This paper presents a new algorithm termed Pipe Importance and Priority Evaluation (PIPE) which solves this problem and applies it to a real world WDS - San Francisco's Auxiliary Water Supply System (AWSS), a high pressure dedicated fire protection system (6,000 pipes with total length of 200 km.) which is required to have high reliability given the impact of earthquakes.
