Alternative Emission Limits for Startup Shutdown Periods for Municipal Waste Combustor, a Case Study

Hillsborough County submitted a Title V permit renewal on September 21, 2016 with the proposed emission limits for the SSM periods. The renewed permit was issued on March 21, 2017. Hillsborough, by volunteering SSM emission limits in their renewed Title V Permit, has taken steps to create a precedent in a federally enforceable permit that will be considered by EPA in their rule development.
