Implementation of Final NSPS XXX Rules

1. The Standards of Performance for Municipal Solid Waste Landfills (NSPS Subpart XXX) and the Emissions Guidelines for Municipal Solid Waste Landfills (NSPS Subpart Cf) were published final on August 29, 2016 and are effective on October 28, 2016. For sites that must comply with these regulations, the path toward compliance with this new rules is somewhat confusing and has many details that need to be addressed in order to comply with the new rule. 2. This presentation will look at the notifications, recordkeeping, and reporting requirements in NSPS XXX and will inform landfill owners and operators understand what needs to be done to be in compliance with the rule during the first year. It will also look at some of the complications of the final rule and how it overlaps with the current NSPS WWW rule. We will also look at where we are in the state implementation of the NSPS Cf (emissions guidelines) and how this will impact additional landfills as the SIPs are finalized later this year. 3. Attendees will garner an understanding of what facilities are impacted by the NSPS XXX and Cf rules, what must be done to initially comply with these rules, how these facilities are having to change their operations to comply with these new rules, and what hurdles the landfill industry still faces with respect to these new rules.
