Noise and Sound are not the same thing. All noises are sounds, but not all sounds are noise. Noises are objectionable sounds. Good practice is to measure and quantify only sound levels, without any preconceived opinion about what is and is not noise. However, these sound levels may be related to particular requirements (e.g. a "Noise Ordinance") and an opinion rendered about compliance.
