It is widely recognized that promoting participants' active participation is effective in minimizing CW (CW). Based on the Norm Activation Model, this paper developed a model to predict the waste management behavior of on-site construction management personnel. Empirical research found that awareness of consequences positively related to ascription of responsibility. In the meanwhile, personal norm is critical in activating the CW minimization behavior. Both ascription of responsibility and anticipated emotion can influence the development and formation of personal norm. Further, personal norm is significantly positive in contributing to behavioral intention. The findings can be valuable when considering developing measures to promote management personnel's waste minimization behavior.
