This paper proposes a decentralized approach for frequency control and economic dispatch in islanded micro-grids with distributed energy resources and responsive demands. The approach is comprised of two strategies. A two-stage hybrid control strategy is proposed for the generation side. In the first stage, an adaptive droop control scheme is used to rapidly control the system frequency within a certain range. In the second stage, a consensus-based algorithm is implemented to control the frequency to the nominal value in a cost-effective way. In this process, each participant works in a collaborative way with local computation and peer-to-peer communication. In addition, a simple decentralized strategy is proposed for demand side to provide ancillary services for the frequency regulation based on local frequency measurements. Simulation results are presented to demonstrate the effectiveness of the proposed approach.
