Energy storage dispatch under different ownership and control models

Energy storage systems (ESS) have gained interest due to the benefits they can offer by increasing the flexibility of the grid. However, the economics behind them is very complex and uncertain. Storage technologies can act as a player to coordinate production and demand, hence changing the just-in-time balancing requirements. As energy policies undergo changes to adapt to ESS, it is unclear how this emerging technology will be integrated into the market. In particular, different ownership and control of ESS affects the dispatch and allocation of surplus derived from storage utilization. In this paper, we investigate the behavior of energy storage systems under different ownership and control models in the energy market. We formulate the corresponding objective functions and analyze the resulting allocation of welfare among the various market participants. We demonstrate that peak-shaving and load-leveling objectives correspond to specific models of ESS ownership and operation.
