To orderly implement the electricity industry deregulation in various regions of China, it is important to study on the steps of electricity industry liberalization. Firstly, this paper clears up the objectives and requirements of deregulation policies. Then, three methods are proposed to determine the steps of electricity industry liberalization, based on the proportion of thermal power peaking regulation, peaking demand and experienced electricity respectively. Finally, the paper carries out the electricity marketization scheme from 2016 to 2020, by using the data of a certain province. The influence of marketization on the safe operation of power grid, clean energy consumption and company profits is analyzed, as well as some related suggestions.
