This paper describes how the Project Design Engineers coordinated, managed, and evaluated trenchless sewer rehabilitation technologies to meet the requirements of a high security environment while limiting impacts to pedestrian and vehicular traffic along Pennsylvania Ave. in Washington, DC.The Low Area Trunk Sewer (LATS), a 42-inch brick and concrete pipe, was constructed over a hundred years ago to provide basement service to buildings located along Pennsylvania Ave. between the White House and the Capitol building. Many of these buildings currently house multiple federal agencies each with security restrictions in order to access the sewer.The pipe has experienced wall loss due to corrosion, prompting DC Water to rehabilitate it to increase the reliability of service. Because of the proximity to high security areas and the high volume of pedestrian and vehicular traffic along Pennsylvania Ave., DC Water engaged in an extensive outreach program to educate and involve key stakeholders. This process was critical in determining the work hours and work area restrictions. These restrictions, as well as the geometric limitations within the pipe, were used to evaluate each sewer segment to determine the most practical rehabilitation methods.
