摘要

As most state-owned enterprises in our country are hierarchical bureaucrats characterized by traditional and highly centralized organizational structures, it must be an incomparably complicated course that carrying out the transition to learning organizations characterized by flat and fractional organizational framework, flexible and quick organization function, team work-network, dynamic work-alliance and people-first organizational culture atmosphere. In this article, we firstly explore the reason why complexity exists in the organizational change of state-owned enterprise; then we set up the motive force model of the complicated system of organizational change and model of obstruction as well; lastly we put forward the suggestion on the basis of systematic complexity analysis.
