SCVSEC, the South China-Vietnam sub regional economic co-operation, which is on the fundamental to mutual complementary, improvement and development, is the cooperation between the south China and Vietnam, to adapt to the strategy of CAFTA, to impose the geographic neighboring, economic rundle difference and the mutual mending in resource, technology, talent, capital, etc. It includes: to develop marine, land and air modern solid traffic network as a whole and substance flow among the South China, Vietnam and ASEAN, to construct export-processing zone in the North Gulf coastline area, to change export to Vietnam from product to manufactory and in the end, to infiltrate the "made-in-Vietnam" of Chinese brand into the ASEAN market; to set up " coastline travel brand of the south China and the North Gulf" together. It is a new international cooperation mode of completing and developing mutually to accelerate the shaping of the South China Sea economy circle.
