This study proposes a decision-making strategy for optimizing a problem of selecting access points for user associations in heterogeneous networks. Considering the feasibility regarding computational complexity, we design a selection algorithm which sustainably and fairly enhances the total and worst minimal utility of users. The minimal utility can be obtained from bare essentials of the quality of experience and defined considering different user requirements. Our simulations verify the effectiveness of our selection algorithm comparing it with other selection algorithms on each evaluation criterion.
