In today's world energy efficiency in wireless communication becomes vital topic in Telecommunication industry and also to create eco-friendly atmosphere we want green communication. Additionally, the data traffic is also a lot among users. Thus, we are considering energy efficient and QoS together for users. In our scheme, energy efficient radio and resource allocation for long term Evolution (LTE) in cellular mobile systems is enforced. For applying in LTE systems each Multiple Input Multiple Output, Radio access network and Orthogonal Frequency Division Multiple Access are taken during this work, to perform as distinguishing characteristics for LTE resource allocation. This technique, satisfied energy efficiency and user needs. In this paper Traffic based Resource and Energy Allocation algorithmic program is enforced. Simulation results are done in Matlab and it clearly shows that our projected algorithm improves energy efficiency considerably. However, user satisfy all the necessities out of all the prevailing schemes.
