The SCAQMD's blueprint for the 2016 AQMP focuses on emissions reductions for ozone precursors from sources not traditionally regulated by the district. The blueprint's general approach to developing control measures is as follows: eliminate reliance on "black box" measures under Section 182(e)(5) of the CAA; establish fair-share emission reduction commitments at the federal, state, and local levels; incentivize the early deployment of zero and near-zero emissions technologies; selecting efficient and cost-effective measures; and prioritizing strategies that achieve co-benefits to the region's economic, business, and public health. The 2016 AQMP focuses on four key areas for transportation emissions: goods movement; passenger transportation; energy sources and advanced technologies; and off-road equipment. Under the blueprint, the 2016 AQMP will rely on other agencies to provide "fair-share" reductions through the promulgation of reduced mobile source NO_x emissions standards. The AQMP will also requirement the formation of programs and partnerships to encourage wide-scale deployment of zero-and near-zero technologies, supporting infrastructure, and funding mechanisms. In addition, the AQMP will support mechanisms to ensure energy resources play a positive role in meeting the State's greenhouse gas reduction goals and air quality planning efforts.
