California Health Care Facilities Post-Earthquake Response Using ShakeCast

In the event of an earthquake in California, the Office of Statewide Health Planning and Development (OSHPD) Emergency Operations Center (EOC) gets activated in concert with California Department of Public Health (CDPH), Emergency Medical Services Authority (EMSA) and California Office of Emergency Service (Cal OES) when a magnitude of 5.0 or greater is recorded by the U.S. Geological Survey. Objectives of OSHPD's emergency response operations are: 1) provide emergency structural, critical nonstructural, and fire and life safety assessment for health facilities in OSHPD's jurisdiction (general acute care hospitals, acute psychiatric hospitals and skilled nursing facilities), 2) ensure rapid and correct safety inspection postings of health facilities in OSHPD's jurisdiction in a disaster area. ShakeCast is one of the critical tools that the EOC utilizes to facilitate a hierarchical list of facilities most likely impacted by the earthquake. ShakeCast, developed by USGS, is an application that automatically retrieves earthquake data from ShakeMap, generates interpolated seismic intensity data at healthcare facility locations to allow the EOC to determine inspection priorities, and sends notifications of potential damage to responsible parties.
