The hydroxy-terminated polybutadiene (HTPB) inner liner of NEPE propellant was prepared by mechanically blended method.The liner had merit mechanical properties.It can be well bonded to the propellant with less nitroglycerine migration.The composition dependent of clay on the mechanical properties were studied and interpretations on the working principle were discussed.The results showed that the inner finer (with 7% HTPB) had an optimized mechanical property with 3.93MPa tensile strength, 429.91% elongation at break, and adhesive strength was 0.65 MPa.
