This paper presents a study to answer the question, if and how file based operations - based on CFDP - can be introduced into Earth Observation missions operated by ESA. At the time of writing this paper, the study is shortly before its half-way point. It became obvious, that future EO missions will benefit from the introduction of a file-based protocol, especially when considering emerging trends, such as the move to less reliable communication bands and the rising need for prompt measurements. The detailed specification is progressing well and the study will soon be able to move on to the data flow simulation. The long-term goal, as outlined in section Ⅷ, is to combine CFDP with other enabling technologies and to employ it on future missions.
