The Highland Lakes are a linear system of six dams and reservoirs operated by the Lower Colorado River Authority (LCRA) of Texas. These lakes were built to serve multiple purposes: hydroelectric power; water supply for cities, industries and agriculture; flood management; and recreation. In the early years, rural electrification and agricultural irrigation were primary drivers. In 1938, hydroelectric power from the first pair of dams constructed by LCRA brought economic progress to central Texas and helped secure water supply for the lower basin. Completion of the subsequent four dams brought significant flood protection for the lower river, and further enhanced water supply for the City of Austin and agricultural irrigation along the Texas Gulf Coast. Today, LCRA relies on the natural flow of the Colorado River and water stored in the Highland Lakes to met increasing needs of cities, industries and the environment in the lower Colorado River basin.
