Assessing the Adaptability of the 1965 USAF Space Planners Guide for a Modern SpaceLiner-Type Hypersonic Point-to-Point Mission

The earliest sizing activities scheduled during the conceptual design phase rarely receive the understanding and subsequent attention they demand. At the dawn of space access, the United States Air Force Systems Command developed a tool exclusively for this early and most critical assessment phase exploring vehicle, system and architecture alternatives. The 1965 Space Planners Guide, born from necessity, enabled the strategic decision-maker and systems integrator alike to efficiently, rapidly and comprehensively explore the feasibility of a plethora of space missions, from observation satellites to manned space stations. This dedicated sizing implementation and awareness is contrasted with today's absorption in high fidelity tools focusing on often narrow disciplinary accuracy. This report illustrates that the legacy first-order but multi-disciplinary integrated methods employed with the Space Planners Guide methodology do provide a most useful forecasting capability delivering consistent system assessments with a clear focus on system correctness. Having 'executed' the 1965 Space Planners Guide for the modern DLR SpaceLiner-type transportation system and mission, this paper continues to formulate a specification for a modern version of the Space Planners Guide. Any modern implementation of a sizing or early forecasting mentality & capability has to prioritize on multi-disciplinary correctness leading to the identification of the feasible solution-space topography followed by the selection of a mission-compliant baseline starting point before disciplinary accuracy is employed for overall system refinement thus optimization. It is emphasized that the sizing mentality & toolbox is indeed the overlooked or neglected first step towards successful design, technology forecasting and strategy planning. A quality sizing-tool implementation provides invaluable insights for planning, design and decision-making during the most abstract initial product gestation phase. It is time to evaluate and redefine sizing as an essential and highly intricate branch of the multi-disciplinary sciences.
