Specialized engineering guarantee companies have been playing an important role in the implementation of the engineering guarantee system in China. The multiplier level is one of the main characteristics that reflect the healthy status and risk control abilities of engineering guarantee companies. The current multiplier levels of engineering guarantee companies are generally inadequate compared with their actual guarantee abilities, thus causing the waste of guarantee resources and survival dilemma of engineering guarantee companies. This article identifies and analyzes the elements hindering the rise of guarantee multiplier level and then put forward targeted suggestions in order to raise the guarantee multiplier level to a level that is reasonable, and to promote the healthy development of China's engineering guarantee market.
