Recently, the low-carbon economy has become a hard target for each country because of global warming. Low-carbon economy is a new challenge for China, and it is a new opportunity to develop the economy with low-carbon effect. On this basis, as major emitters of CO_2, enterprises have taken measures to conserve energy and reduce emissions. One effective measure is green-tech which has played an important role in solving the problem of striking a balance between economy and environment. This paper takes manufactures as researching objects and investigates production strategies of two non-substitution products in random demand implementing green-tech under the policy. By establishing newsvendor model and Lagrange function, optimal production strategy can be reached. Through analyzing, we draw some conclusions: 1. Optimal output and expected profit can be improved effectively after green-tech implementation under carbon emissions policy; 2. Although green-tech implementation will cause the increase of production costs, it will make products greener and reduce carbon emissions, and also the goals of developing low-carbon economy can be reached.
