Understanding the conceptual lineage and limitations of resilience in contemporary social policy

In this paper we explore the nature of 'resilience creep' in contemporary social policy. Being sensitive to the connections between this turn to resilience and earlier policy pre-occupations rooted in presumptions surrounding risk and vulnerability, we deploy the contemporary U.K. policy framework for addressing the question of terrorism as our exemplar of the problems and possibilities of 'resilience creep'. We finish by reflecting on some of the issues that remain ill-considered as policy has become overtaken by catastrophe politics.
