This chapter proposed an FPSO. First, it presented a new mathematical model which contains three PESS cost index including power generation, environmental pollution, and waste of resource. Then, it implemented a new renew strategy. In the former part of renew strategy, the traditional method is used to enhance the global searching ability. While in the latter part, the SDM is applied to improve the local searching ability. The calculation time of FPSO is 151 s and its average function value is 1,918. The validate results verified that the method is accurate, fast, and easy to be put into practice of realizing optimal power distribution.
