Underperforming irrigation, especially for subsistence smallholder farmers, is a global problemwhich has taxed specialists for decades. Poor quality infrastructure and weak institutionshave undermined progress towards objectives which should be so easy to achieve. Farmersanticipate that after rehabilitation, the system will fully meet their needs for water, wheneverand wherever they want it. All too often, their expectations are belied. Equally, the existingirrigation management organisations are expected to transform their way of working, with littleincentive or reward. Thus, these expectations are also not realized. But growing pressureson water and food security, in the face of population growth and climate change make asustainable solution to this problem essential.
