Application of Snow Coverage Information Extraction Technique Using NOAA Satellite Images in Mongolian Region to Reduce the Damage of Dzud

In our previous report we had constructed the snow database and snow category in Japan region from NOAA images by using Three Dimensional Histogram [1]. In this work we have improved this snow category and applied in Mongolian region to detect the snow coverage information from NOAA images. The snow region is extracted and the effectiveness of this technique in Mongolian region is verified by comparing with data of the Mongolian Environment Agency announcement. Our method was able to classified 90.6% snowfall points and 98% non snowfall points. This result indicates that detection of snowfall area from satellite images can be an efficient alternative of meteorological observation points in dzud precaution system. Next we proposed a dzud precaution system to reduce the damage and to alert the nomad during dzud for early precaution in whole land of Mongolia at low cost.
