The modified Finite-Difference Time-Domain (FDTD) method of electromagnetic scattering by the oblique incidence on the layered unmagnetized plasma is proposed, and avoids the usage of two-dimensional FDTD method, greatly improves the computational efficiency. The FDTD method of the electromagnetic scattering by TEz and TMz plane wave oblique incident on the layered unmagnetized plasma is derived, respectively. And by using of the method, the reflection coefficients of electromagnetic waves with different incidence angles are computed, and compare the results with analytical solution. The results show its accuracy and efficiency. Finally, the algorithm is applied to calculate the electromagnetic scattering by the metal plate coated the plasma and the isotropic stratified plasma medium with the different incident angles, and their reflection coefficients under the condition of the different incident angles are analyzed.
