The deployment of the Automatic Dependent Surveillance Broadcast (ADS-B) capability in the National Airspace System (NAS) has given relevance to the question of how to achieve registration between ADS-B position data and legacy radar positions for the same aircraft. Here we present a solution to the radar to ADS-B registration problem and provide detailed results of the robustness and accuracy performance of the algorithm. The Precision Radar Registration, or PR~2, is an accurate and fast registration algorithm that uses ADS-B targets as a trusted source of geo-referenced positional information to compute biases in reported radar positions.
