The research discusses what kind of systematic design thinking and modern technology may serve as a framework and tools applied in post-disaster communities for their recovery. In fact, modeling a communication system always involves with people, organizations, cultures, activities and interrelationships among them. The research presents that it is necessary to bring together stakeholders from all areas engaged disaster preparedness to have a forum to discuss, demonstrate and exchange ideas in the scope of system science and communication design. Underlying a meta-design approach, the researcher proposes a conceptual framework through using GIS tools to facilitate that empowerment. It emphasizes on co-creative design-time approach suitable for strategic development. Adapting a proper communication system of design may help users of the community to release in-time information via the intemet to communicate with the outside, as well as through multi-platforms to call out for the public notice. In addition, after the disaster occurred years later, any a post-disaster community needs to be recovered and reconstructed. Especially, we would need geo-design to solve lasting problems. With a collaborative multi-disciplinary approach, we have the knowledge and means addressing to this geo-spatial problem. Here web developers, user experience designers, and information designers can be extremely useful in creating the kinds of tools that users will not only need but will be able to effectively use. It is critical to employ a meta-design framework, ensuring that the mechanic environment enables end-users to engage in informed participation. These GIS tools should also be integrated in consultation with those end-users who serve as future user-designers of the system.
