Identification and Qualification of Health, Safety and Environmental Risks on Construction of Projects in Iranian Petroleum Industry

Iran is engaged in a long-term program to improve and strengthen its position among producers of petroleum in the world. In this regard, many projects are planned and executed in different fields related to oil and gas industry. Prior to investment in new projects, it is essential to understand and manage major corporate risks and their related consequences. Due to nature of petroleum industry, Health, Safety and Environmental (HSE) issues are associated with such projects and have always been matters of concern. This paper directs readers towards the integrated HSE approach from concept to affect project construction phase. The process of oil production includes exploration, extraction and transfer of oil and gas to refining and processing facilities. In this study, petroleum industry projects are divided into main categories and compared based on different characteristics. Then, risks related to HSE issues are identified by conducting interviews. Finally, risks' impacts are assessed by considering characteristics of the projects.In this research, the risks related to HSE issues of oil industry projects are classified into eight groups including disease, accidents and injuries, natural disasters, climatic condition, stakeholders, rules and regulations, environmental constraints, and cultural issues. Importance of the identified risks is determined through considering their relationship with various aspects of the different characteristics of projects. Investigations show that geographical situation, centralization status, and construction method of projects are the key dynamics for resolution of the risks.
