The paper investigates the impact of the taxiways' status on airport operations, the main objective being to create a quantifiable simulation of Airport Taxiway Flows for Maintenance Planning using Value Operations Methodology. A simulation was developed and used to test and optimize certain scenarios with the validation of the approach being carried out at Schiphol airport, Amsterdam. All of the cases from 18R and 18C seem to compare very favorably, with the simulated values for 18R perhaps being on the low side. In addition, all the costs of the delays relative to distance, time, fuel burn, CO2 emissions and direct financial cost (due to fuel burn) where also included to highlight the impact on performance. In addition it can be seen that the average full tactical cost is estimated at 332 Euros as compared to 78 Euros for fuel burn. The VOM approach highlighted the impact on the airlines of fuel-burn, the impact on the environment for all concerned of CO2 emission and finally, the consideration of Full Tactical Cost, which puts a realistic financial figure on the true economic impact of taxiway unavailability.
