Complete Street Impact on Delays

There were two primary motivators for pursuing this work: to determine the impacts of complete street design on the transportation network with respect to delay experienced by drivers, and to test traffic demand modeling at the tax parcel level. Smyrna, Delaware was modeled at the tax parcel level to determine what the impacts were of different levels of accommodations for all road users. An existing town was used because of the importance of context when designing a complete street network. Using this model, it is possible for planners to determine what type of complete streets plan they should use in a region, and if modeling at the tax-parcel level provides valid travel-demand results.
