NORTH FLORIDA TPO STRATEGIC SAFETY PLAN

The North Florida Transportation Planning Organization (TPO) developed a Regional Strategic Safety Plan to align strategies, objectives and investments, and ensure resources are dedicated to reducing fatalities in the North Florida region. Crash data and safety issues were studied to identify accident hot spots and prioritize corridors and intersections for safety improvements. The goals of the plan are to reduce fatal and injury crashes by 5 percent by 2020, reduce the overall crash rate by 5 percent by 2020, and advance safety funding for projects on priority corridors and intersections. This paper and presentation provide a summary of the plan and related initiatives that have been undertaken over the last four years to enhance safety within the North Florida region. The plan delineates specific strategies encompassing education, enforcement, engineering and emergency management. The North Florida TPO planning efforts include developing a Traffic Incident Management Handbook and training for law enforcement and first responders called TIMe4Safety which is now taught at academies in Florida, a Concept of Operations for Bridge Closure Information Systems, a traffic and safety engineering study for the Argyle area which is a hot spot for crashes, and public information campaigns for aggressive driving and bicycle and pedestrian safety.
