This paper presents the approach and program followed by the City of Edmonton to prioritize its residential (287) and industrial (70) neighbourhoods for maintenance and rehabilitation activities of its sewer systems. This program is essential to determine the associated rehabilitation methods for the tactic and strategic planning and budgeting purposes for the City. The paper highlights several strategies followed by the city to optimize the rehabilitation activities for its neighbourhoods' sewer systems. It describes the neighbourhoods' prioritization method and its relevant factors; illustrates the relative weights of the factors; and demonstrates an example of the top ranked residential neighbourhoods in Edmonton. The main objective of the prioritization approach is to ensure that the City is controlling its funding strategies while the neighbourhoods are maintaining their optimal level of service. This paper demonstrates the need for maintaining a consistent methodology for prediction and rehabilitation of infrastructure systems, using a case-study approach that illustrates an efficient rehabilitation system used in a large City in Canada.
