The National Ambient Air Quality Standards: A Sustainable Program or a Runaway Train?

The NAAQS program is evolving at breakneck speed and, in the process, is becoming harder to address for both government and industry. While it remains imperative to track, influence, and anticipate NAAQS developments, there is a growing concern that the overall program is growing increasingly unsustainable. Absent fundamental changes to the structure of the program or, at a minimum, its present implementation, the NAAQS program appears headed toward a crash.
