Why Adopting Asset Management is Really About Managing Organizational Change

Utilities face an array of daunting challenges including aging infrastructure, changing regulations, and tightening budgets that require a higher level of stewardship of these limited resources. Embedding and embracing a new ways of doing business like Asset Management (AM) to meet these challenges can be difficult for any organization, especially for utilities where practices, traditions and culture have perpetuated for decades relatively unchanged. Pulling from the work of the World Bank and the United Nations in supporting change in developing worlds, institutional capacity development is an approach to change that focuses on understanding the obstacles that inhibit people and organizations from realizing their goals. The approach also seeks to enhance their existing habits and abilities that will allow them to achieve measurable and sustainable results in real time. In other words, it leverages existing best practices to strengthen the skills, competencies, and abilities of people so they are well equipped to master new competencies and undertake new work and projects.
