Small Midwestern City Banks On Affordability Provisions for LTCP Acceptance

The City of Lima, Ohio has recently submitted a draft Long Tem Control Plan to the USEPA forapproval. The City’s plan is an example of an affordability-based approach to regulatorycompliance which may become the model for small CSO communities facing extreme economichardships and for whom finding a balance between improving water quality and protecting ratepayers from crippling increases will be considered the mark of a successful consent decreenegotiation.
