Efficient Asset Management Planning: Condition – Criticality Based Assessments of Western Lake Superior Sanitary District Assets

The Western Lake Superior Sanitary District (WLSSD) implements an annual asset managementcycle to provide continual upkeep of their sanitary sewer interceptor system. WLSSD retainedCDM Smith to develop a condition-criticality based assessment method that is integral to thisannual planning cycle. This condition-criticality approach assesses 1) the likelihood that an assetwill fail (i.e., condition) and 2) the consequence of failure (i.e., criticality). CDM Smithdeveloped ArcGIS-based decision support tools to assist with condition-criticality assessmentsand to optimize the capital and operations / maintenance project development process. WLSSDhas found that this approach and the tools have improved planning efficiency, asset visualization,Board of Director communications and met Capacity Management, Operations and Maintenance(CMOM) requirements.
