Procedural problems of justification of the intelligent choice of corrosion protection measures at the design stage are considered in the given work. Necessity of the reliability indices estimation according to the limiting states taking into account the requirements of corrosion resistance, durability and maintainability is shown. Design characteristics of steel structures and their protective coatings are specified at the specified models of building and construction use. Regulation procedures of the design-experimental demonstration of protective coating quality compliance with the specified level of corrosion risk are developed. It is proposed to analyse the variants of corrosion protection structural and technological concepts taking into account the steel structure availability factor. The problem of determination of the availability factor under corrosion attack is formulated as steel structure calculation for corrosion resistance, durability and maintainability according to the limiting states. Design characteristics of the steel structures and their protective coatings are specified by the results of the accelerated corrosion tests. Requirements to the category of the corrosion protection responsibility are set taking into account the standard model of use. The choice of the standard model of use depends on environment corrosiveness degree, structural fitness and technological rationality of the protective means, and the adopted system of maintenance and repair. The developed concept allows to estimate the corrosion risk as the conditions or the situations (threats) increasing the probability of damages. With that, the corrosion damage or deviation from the normal use (limiting states) are the potential cause (threat) of occurrence of hazard or the phenomena that can effect on the amount of damages. Application of the corrosion risk criterion gives an opportunity to make the economic justification of the requirements to the choice of the primary and secondary protection design characteristics. The alternative designing includes the estimation of the reduced costs and the possible risks for the specified design models of maintenance and repairs of facilities of various functionalities.
