Energy efficiency in buildings is of particular importance in the pursuit of international objectives in the area of climate and energy, as it is a sector that represents about 40% of primary energy demand [1], with strong growth prospects in absolute consumption. In Portugal, the implementation of the Energy Certification System and Indoor Air Quality (SCE) is an important step in the promotion of energy efficiency and achievement of the national targets regarding the emission of greenhouse gases. This work involves the application of the SCE to a large building of the tertiary sector, the Lisbon City Hall. In the context of the audit performed, different energy optimization scenarios were defined, always in a cost-benefit perspective, and these are presented in the paper. Emphasis is given to the calibration process of the simulation model and the results attained by it (EnergyPlus was used). Based on this exercise of application of an energy certification code and through an examination of the principles that underlies any system alike, it is done a qualitative reflection on the limitations that the SCE suffers, which are also opportunities for improvement.
