Independent innovation capability is significant important for improving companies' competitive capacity and optimizing strategic adjustment of industrial structure of China. In order to look closely at the general levels of independent innovation capability and the limited factors of the six midland provinces, an assessment index system is built including 4 categories (technological innovation potential resources, activities, output and external environment) and 9 indicators to measure the independent innovation capabilities of large and medium sized enterprises. After statistical data evaluation and principal component analyses we find the one who represents the lowest innovation capability is Shanxi, and the highest is Hunan in the midland part of China in 2009, but compared to developed regions, they are all below the innovative levels of Beijing, Shanghai and Guangdong. This result confirm that independent innovation capabilities of the midland six provinces are in very low levels compared to developed region.
