Owners' role and participation in construction safety management

摘要

It is necessary for the whole project stakeholders to improve the level of construction safety management, which includes the owners, design units, contractors, construction supervisor, government regulators and other parties. However, owners' attribute and scope of construction safety management is difficult to be defined, and their roles are always vague in actual project. In order to enhance owners' safety awareness and improve owners' safety management level, this paper mainly discusses owners' attribute as consumers and producers in construction, proposes both the ways and contents of owners' safety management and suggests the safety management responsibilities of owners.
