摘要

With the development of performance management theory and practices in the public utility organizations, the performance management theory which is of distinct managerialism tendency can be hardly to adapt to the practice requirement. Therefore, the exploration of current theory system of performance evaluation in public utility organizations becomes the key element to improve the performance and to promote the practice smoothly. We consider that the new theory system of performance evaluation in public utility organizations should include: to manifest the important functions of performance evaluation; to reinvent the criterion of performance evaluation; to set up the guidelines of performance evaluation; and to enhance the institution construction of performance evaluation.
