Vendor-Buyer integrated Production-Inventory system is an important part of a supply chain. A more general policy was given to these systems. First, the relationship between the adjacent orders was analyzed, which has effects on the system inventory cost. Then these pairs relationship can infer to all the orders of the system. And in order to get a lowest cost objective, a three-phase order quantity can be found. Finally, a heuristic algorithm is given to solve the new policy. And two simulation results showed that it can get lower cost than others.
