Utility construction success depends upon an ever improving utilization of new technologies and techniques. As one of the largest U.S. installer/replacer of gas distribution lines, NPL has adopted many trenchless techniques including HDD, moles and plows to provide value to its clients and minimize impact to the public. These techniques have revolutionized the way utilities are installed. Recent recognition of opportunities to improve have led to the adoption of changes in construction planning and installation methods. These changes have allowed for increased safety for employees, other utility industry workers and the general public. NPL has been an early advocate and a vocal proponent of pipeline safety improvements. The needs were driven in part by a growing awareness that the potential for damage to other underground facilities occurs more easily with trenchless techniques than with traditional open trench methods. Proactive industry efforts have led to self improvement, but some limited regulation may be required. Responsible owners of existing utilities who locate the utilities that they own/operate are a key element to maximizing safety and preventing damage to those same existing utilities. The paper and presentation will outline the recognition of need and the search for solutions to identify existing utilities prior to construction and verification after construction so that no cross bores are created. The adopted techniques result in a win-win for industry owners, operators, contractors, and especially the public. This is part of a continuing effort to share these innovative practices for the improvements throughout the utility industry.
