Circular economy and reverse logistics management are belonging to the same sequence matters of the ȁC;two-oriented societyȁD; construction. The development of reverse logistics management has significant economic value and social value. The article defines two-dimensional properties of the government and the market in the process of reverse logistics management, analysis of the status and their causes on government failure and market disorder in the reverse logistics management practices, discusses government institution and market criteria of the reverse logistics management, constructed a ȁC;reverse logistics systems of co-management of government and marketȁD; model, with a view to arrive at cooperative governance by government and market is an effective option to perfect reverse logistics management.
