In the network era, e-government is the best form to achieve the functions of service-oriented government, while the system of ȁC;network spokesmanȁD; is the inevitable result of e-government development. ȁC;Network spokesmanȁD; is a new role for government changing from reality to virtual world. The number of China''s Internet users as well as broadband users has been the biggest in the whole world, and the network has become the main space for people to work and live in. "Network spokesman" is a product of modern times, but it is necessary to regulate this system, clarify its legal status, build the working procedures, identify its function and implement scientific assessment. Only in this way, can the ȁC;network spokesman" system develop healthily.
